     The Central Kentucky Chapter met at the Office Pub and Deli on September 4, 2003.  There were 40 members and guests in attendance. 

 

     The guest speaker was Linda Greenwell, Republican candidate for State Auditor.  Ms. Greenwell, a manager for UPS in Louisville, told the audience she has a degree in Police Administration and lives on a farm in Spencer County. 

 

     She told the audience that she was seeking office to bring about change in Frankfort.  If elected, she was looking to seek direct input from all levels of employees on office matters.

 

Ms. Greenwell plans to work to end the abuse of government resources and work to make the Auditor’s Office more accessible to state agencies and others in need of its services.

 

A question and answer session followed her remarks.  There being no other business, the meeting was adjourned.

Our discussion leader will be W. A. (Bill) Broadus, Jr., CPA. Bill is a nationally recognized expert on governmental accounting and auditing.

 

GAO has revised the entire Yellow Book.  The financial-related audit category has been eliminated, and the definition of financial audit has been revised.  A new chapter has been added on attestation engagements. The definition and requirements for performance audits have been revised.  Bill plans to spend most of the Monday on these significant Yellow Book revisions.

 

Also, the AICPA continues to issue new auditing standards every year, some of which are particularly applicable to the government environment.  Bill plans to emphasize Statement on Auditing Standards No. 99, Consideration of Fraud in a Financial Statement Audit.

 

On Tuesday, Bill will explain the new single audit threshold and other potential changes to the single audit process that can affect a government’s financial management policies and procedures.

 

Bill will also review GASB 34 related accounting standards, new implementation guides, and activities related to service efforts and accomplishments reporting.
