Chapter Executive Committee Meeting Notes For February

The Association of Government Accountants, Central Kentucky
Chapter, held its monthly Chapter Executive Committee meeting at La Fiesta
Grande on February 4, 2004, with nine members in attendance: Dan Flaherty, Mary
Hudson, Roy Hunter, Margaret Hurst, Phil Nally, Amy Small, Cindy Upton, Rick
Waddle, and Lee Ann Watters.
The CEC discussed Community Service projects. Suggestions were made to help the animal
shelters in Boone, Franklin, and Grant Counties. Cash donations will be accepted at the February and March
meetings. Supplies will also be
accepted in March. The CEC also agreed
that the chapter should participate in one community service project each
quarter.
National AGA is sponsoring a Community Service Photo Contest, with
the winning chapter receiving a free PDC registration. The Animal Shelter project will be
highlighted for the chapter’s entry.
The CEC agreed to ask for a speaker from the Franklin County Humane
Society for the March meeting. Future
speaker suggestions included the new Executive Directors of the Kentucky Board
of Accountancy and the Kentucky Society of CPAs. A suggestion was also made for the Finance Cabinet Legislative
Liaison.
Scholarship information was mailed following the January 14 CEC
meeting and is due March 5.
Cindy Upton mentioned possible speakers from GASB for the October
training. Efforts will be made to
secure their services.
The next CEC meeting will be held on Wednesday March 3 at Pizza
Inn.

Chapter Meeting Notes For February

The Central Kentucky Chapter met at the Office Pub and Deli on February 5, 2004. There were 21 members and guests in attendance.
President Roy Hunter introduced AGA Southeast Region Vice-president Deby Davis from the Chattanooga Chapter. She told the group about the Regional PDC to be held April 26 and 27 in Chattanooga. The PDC will have an emphasis on performance auditing. Details will be announced later.
Secretary Phil Nally introduced Bill O’Mara, Lexington-Fayette Urban County Government Revenue Director. Bill discussed the Standardization of Occupational License Taxes and Fees.

In 1987, 77 cities, 23 counties, and four school districts had an occupational tax. These numbers increased to 123, 53, and 8, respectively, in 2000, a 75% increase. There was no uniformity in the way these taxes and fees were regulated, making the collection business unfriendly.
HB107 was introduced and passed in the 2003 General Assembly to create a standardized approach to occupational taxes and fees. Input was sought from various groups to look at prevalent methods to minimize the amount of change.

The legislation had provisions for payroll taxes to be assessed on
total payroll and net profits based on the federal return (business entity, not
individual owner). HB107 also
standardized administration and set limits for audits, refund requests, and
penalties.
Cities, counties, and school districts may adopt the legislation
beginning July 2003 and must adopt it by January 1, 2006. HB107 also included confidentiality rules.
This legislation should help create a more business friendly
environment, avoid double taxation, and increase revenues due to higher
compliance. Challenges include
resistance to change, differences from current ordinances and analysis of
legislation versus current ordinances.
HB458 has been introduced in the 2004 General Assembly to “clean
up” HB107 by including school boards, adding penalties for confidentiality
breeches, and clarifying rental income.
Future initiatives include
developing a standard reporting form and advocating a gross receipts option for
all jurisdictions.
A question and answer session followed his remarks. There being no other business, the meeting
was adjourned.

NEEDS DRIVE!!

So far we have collected $110 for these animal shelters.
We will be accepting monetary donations for Grant County and Boone
County Animal Shelters through the end of the month. You can bring your
donation to the meeting tomorrow or send it to AGA c/o Animal Shelter Needs
Drive, P.O. Box 576, Frankfort, KY 40602.

We will be accepting monetary donations at the membership meeting

Annual Accounting and Auditing Update
October will be here before you know it. And with October comes the
Annual Governmental Accounting and Auditing Update conference. This year's
conference has been scheduled for October 18-19 at the Holiday Inn Capital
Plaza in Frankfort. Wilson Campbell of the Governmental Accounting Standards
Board will join us for half a day to provide an overview of GASB's special
report on Reporting Performance Information: Suggested Criteria for Effective
Communication. Wilson is a GASB project manager and was on the team that
developed the report. We'll let you know about other discussion leaders and
topics as soon as we can. As always, we'll have good topics, good
presenters, good food, and good company. Mark your calendars for October 18-19.
